The Challenge

Mini University depends on SMS to keep parents informed about attendance — and for them, attendance isn't just operational, it's financial. Ohio's Publicly Funded Child Care (PFCC) program ties reimbursement directly to verified daily attendance, so a missed message can become a missed dollar. In late 2024, U.S. mobile carriers fully tightened enforcement of A2P 10DLC, the registration regime that governs business SMS sent over standard 10-digit numbers. Without an approved campaign on file with The Campaign Registry, messages are throttled, filtered as spam, or blocked outright. Mini University's initial registration was rejected, putting their parent communications at risk and threatening the reimbursement revenue tied to those messages. The compliance landscape is intentionally dense: brand registration, campaign registration, sample messaging, opt-in language, dedicated consent URLs, and Terms of Service updates — each gated by rules that change without notice. Most small organizations either abandon SMS or pay a legal or agency partner several thousand dollars to navigate it.
